Addressing a meeting of the National Council on Cooperation between State Authorities and Local Self-Government in Crimea, President Viktor Yushchenko expressed himself to change fundamentals of the budgetary policy of Ukraine, which, according to him, is needed to optimize the public funds management.
President Yushchenko specified that, on the one hand, a good tendency for the state budget filling is presently seen, while on the other hand - there is a trend to the fiscal deficit increase. He sees in the imbalance a sign of shortcoming of the system of duties, obligations and powers distribution among central and local authorities. "We lose a lot of resources because we do not have an effective resource allocation, self-sufficient fiscal support. From here - we have a chaos in the system of resource distribution and public funds management, the president noted.
He stressed the majority of powers on the resource allocation should be removed from the center to the local level in the process of the local self-government reformation. "It is impossible to control economic, budgetary and fiscal life of the country through Kyiv with such a deep specification and usurpation of one or other financial or fiscal flows," Yushchenko emphasized.
